Remove redundant licence acquisitions

There are several licences we attempt to acquire which we no longer enforce and should be removed:

• JiwaFinancials.Jiwa.JiwaXMLImport
• JiwaFinancials.Jiwa.JiwaPlugin

In addition, the business logic factory should no longer attempt to re-acquire a JiwaFinancials.Jiwa.JiwaApplication licence as the reason for doing so in the factory was removed when we changed the licencing to not use uncommitted licence connections.
