Change Property Setter IsReordering of JiwaCollection to be Public

Change Property Setter IsReordering of JiwaCollection to be Public - this is to allow consumers of Jiwacollection classes to Set the ItemNo property of an item in the collection without renumbering all items in the list.

This is necessary when simply trying to swap item numbers of two items in the collection - you cannot do it without messing up the ItemNo's
