Error "Error : Key not found 'ID_RecordNew'" may occur when loading some forms

The error message "Error : Key not found 'ID_RecordNew'" may occur when loading any form inheriting from the ProcessAction.UserInterface class (eg: NavigationList type forms).

This will occur when the user has an edit abstract permission of the form to be disallowed.

The form's SetPermissions method is incorrectly attempting to disable the New, Delete, Copy and XML Import and Export ribbon tools in this situation, but those tools do not exist for ProcessAction type forms.

Work-around is to set the edit permission to allow.
